SalaryDescriptionPOSITION SUMMARY:Reporting to the Director of
Human Resources Compliance and Analytics, the Benefits and
Compliance Administrator administers ECS' employee benefit programs
and is responsible for ensuring compliance with all applicable HR
policies and regulatory requirements, proactively mitigating risk
and maintaining best practices in alignment with organizational
standards.Due to the evolving needs of the HR department, this job
description may be subject to change both before and after hiring
as we continue refining the best approach to supporting our
employees.PRIMARY DUTIES AND RESPONSIBILITIES:
- Serve as primary point of contact and subject matter expert on
all ECS employee benefit plans and leave of absence options.
- Administer and manage annual open enrollment process.
- Timely enroll newly eligible employees in respective health
plans. Process all mid-plan year changes, additions and deletions
to benefits, in a manner that complies with all plan rules and
requirements.
- Partner with HR Generalist to provide medically related
paperwork for exiting employees and timely terminate employee's
health plans and ensure COBRA compliance upon employees' separation
of employment.
- Process, approve and track tuition reimbursement and education
completion incentives.
- HRIS data entry and maintenance for all employee benefit
programs, including validating and maintaining vendor benefit plan
information with employee changes in pay, status, department code,
and any other pertinent information to ensure accurate monthly
billing.
- Prepare medical, dental, vision, life and EAP monthly invoices
including monthly fee funding report, monthly credit report for
Kaiser credits, monthly Guardian claims and monthly census reports
for life insurance and EAP billing.
- Participate in bi-weekly calls with broker regarding Kaiser
claims.
- Prepare bi-weekly HRA and Kaiser debit card reconciliation for
the finance department.
- Manage, ensure compliance with, and appropriately track leaves
of absences.
- Process leave of absences with employees in a compassionate and
dignified manner.
- Lead the interactive process and approve ADA and other
reasonable accommodation requests, in partnership with program
leadership.
- Complete medical related verifications of employment.
- Prepare new hire files and ensure files are in compliance post
new hire orientation.
- Conduct bi-weekly orientation to all new hires and ensure
information is clearly understood.
- Conduct bi-weekly Payroll Review to ensure compliance with MCO,
local, state and federal employment laws.
- Monitor, track and ensure compliance with all legal and ECS
required training.
- Timely respond to employee calls and emails and successfully
troubleshoot employee disputes and issues as appropriate for the
role of Benefits and Compliance Administrator.
- Other duties, as assigned.QualificationsREQUIREMENTS:
- Minimum 3 years working on benefits administration and leaves
of absences for an organization with at least 400 employees.
- Familiarity with employment laws.
- Ability to multitask with demanding timeframes, strong project
management and time management skills.
- Collaborative work style and ability to work well independently
with minimal supervision.
- Demonstrated confidence with and ability to manage full
benefits administration process and successfully troubleshoot
complex benefits and leave issues as they happen.
- Articulate, good verbal and written communication.
- Ability to appreciate differences in perspectives and points of
view and commitment to diversity, equity, and inclusion.
- Compliance driven, highest integrity and commitment to ECS's
mission and to its organizational values.
- Moderate knowledge of Microsoft Applications: Word, Excel, and
Outlook, as well as previous experience with HRIS systems.

- Ability to use discretion and maintain confidentiality.

- HR certification a plus.OTHER:Must secure finger image
screening and annual TB screening. Will honor and abide by
