Reporting to the Program Manager of the Transportation Licensing and Analysis Branch (TLAB), the PPS oversees the Transportation Analysis Section (TAS), which provides data-driven policy analysis, supports CPUC proceedings, and implements statewide transportation initiatives.The PPS will supervise and guide a team of analysts responsible for programmatic and regulatory oversight of Autonomous Vehicle (AV) passenger service and transportation network companies (TNCs) like Uber and Lyft. TAS analysts conduct research, prepare complex reports, and advise CPUC Commissioners, Administrative Law Judges, and agency management. Current priorities include working jointly with the California Air Resources Board on the Clean Miles Standard TNC electrification program, coordinating with the California Department of Motor Vehicles on emerging autonomous vehicle regulatory issues, and managing programs such as the TNC Access for All Wheelchair Accessibility Program. Additionally, the team analyzes TNC and AV operations using the CPUC's unique longitudinal datasets from ride hailing and AV passenger services.The PPS will foster a collaborative environment, ensuring staff maintain expertise in transportation policy, CPUC decisions, and relevant regulations. Key responsibilities of the PPS include mentoring and developing team members, monitoring compliance, advising on legislation, and maintaining productive relationships with internal stakeholders, including the Legal Division, Administrative Law Judges, Commissioner Advisors, and transportation licensing and enforcement staff. The PPS is also lead for external engagement on assigned policy areas, including interactions with regulated entities, foreign delegations, and members of the press. The ideal candidate will possess strong leadership, analytical, and communication skills, with a proven ability to drive results in a fast-paced, rapidly evolving policy environment.Working ConditionsThis is a statewide recruitment. This position can be filled in the following locations: Sacramento or San Francisco. All identified locations will be considered as one candidate pool to fill one position.
