DESCRIPTIONCYC is seeking a skilled and strategic Evaluation and
Learning Director to lead our efforts in measuring impact,
enhancing program effectiveness, and fostering a culture of
learning and continuous improvement. Reporting to the Director of
Operations, this role will assess the evaluation needs of our
programs and initiatives, build organizational capacity for
self-assessment and performance management, and provide
high-quality, data-driven insights to inform decision-making. The
Evaluation and Learning Director will develop and implement
evaluation frameworks, analyze data, and translate findings into
actionable recommendations to strengthen program delivery.
Additionally, they will oversee all aspects of the Learning &
Evaluation department, including budget management, staffing, data
collection, and analysis logistics.DUTIES AND
RESPONSIBILITIESEvaluation & Impact Measurement (40%)
- Develop and implement a comprehensive evaluation strategy to
assess program effectiveness and organizational impact.
- Establish key performance indicators (KPIs) and data collection
methodologies to measure success at organizational, programmatic,
and individual levels.
- Conduct qualitative and quantitative analyses to evaluate
program outcomes and identify areas for improvement.
- Ensure evaluation methods are culturally responsive and
equity-focused.Learning & Continuous Improvement (20%)
- Foster a culture of learning through reflection,
knowledge-sharing, and training.
- Translate evaluation findings into reports and offer
data-driven recommendations to guide organizational decisions and
improve programs and services.
- Integrate best practices and innovative evaluation
methods.
- Facilitate regular reviews of data and progress toward goals
with Board, program teams, and staff.Data Management & Reporting
(20%)
- Ensure accurate and consistent data collection, management, and
integrity across programs.
- Work closely with program staff to ensure accurate and
consistent data tracking.
- Develop reports, dashboards, and visual tools for stakeholders,
including funders, board members, and community partners.
- Ensure compliance with grant and funding reporting
requirements.
- Lead the enhancement of Salesforce or other data systems for
program evaluation.Collaboration & Stakeholder Engagement (20%)
- Collaborate with leadership, program teams, and partners to
align evaluation efforts with organizational goals.
- Represent the organization in evaluation-related discussions
with funders, research institutions, and peer organizations.
- Provide data-driven insights to support grant proposals and
impact reporting.
- Enhance data collection structures and train staff on best
practices.
- Foster a culture of continuous improvement through data-driven
decision-making.
- Share evaluation strategies and findings with external
audiences.
- Support fundraising and outreach efforts through data and
impact storytelling.
- Collaborate to ensure internal processes and decision making
are aligned with organization practices.
- Other duties as assigned by supervisor and management
team.QUALIFICATIONS/REQUIREMENTS
- Bachelor's degree in social services, research, or a related
field, or a minimum of three years of experience in program
evaluation, research, or data analysis, preferably in a nonprofit
or social impact setting.
- Strong knowledge of qualitative and quantitative evaluation
methodologies, program evaluation, and statistical analysis.
- Proficiency in data visualization tools (e.g., Tableau, Power
BI) and statistical analysis software (e.g., SPSS, R, Stata).
- Experience with database design, workflow automation, and
statistical tools.
- Experience creating user-friendly analytical reports and
facilitating discussions on evaluation results for staff, board,
and the public.
- Strong written and communication skills with the ability to
translate complex data into clear, actionable insights.
- Exceptional project management, prioritization, collaboration
and planning skills with a track record of delivering high-quality
work on time and within budget.
- Strong strategic thinking skills to operationalize concepts and
apply findings to program development.
- Experience working with diverse communities and a demonstrated
commitment to equity and inclusion. Prior experience working with
low-income youth preferred.
- Experience in a fast-paced, data-driven environment with a
strong focus on metrics and continuous improvement. Ability to
foster a culture of learning and innovation.
- Ability to work some evenings and weekends.
- Able to lift or move at least 25lbs.
- Bilingual in English, Cantonese/Mandarin or Spanish is a
plus.
- Commitment to taking regular Covid-19 health tests as required
by program health and safety guidelines and/or current health
